In 1992, under it's ‘National Airports Policy, the Government of Canada began to transfer responsibility for management of airports to ‘local airport authorities' across Canada. As each local airport authority was established in the major airport communities, the Government of Canada (Transport Canada) negotiated a ground lease (known as the Canada Lease) for the airport(s) that would fall under the local airport authority.

To do so, the Foundation draws from an investment fund of $550 million. |
